Article I The Organization
Section 1. This organization is know as the Northeast Deaf Golf Association embracing the
states of Connecticut, Delaware, New Hampshire, New Jersey, New York, Maine,
Massachusetts, Pennsylvania, Rhode Island, and Vermont.
Section 2. Upon paying the membership fee and accepting the association’s constitution and bylaws,
Deaf person shall become an active member.
Article II Objectives
Section 1. The objectives of this organization are:
· To sponsor annual golf tournament and entertainment.
· To promote mutual interests of its members.
· To open Northeast Deaf Golf Association to those who are out of the
Northeast regional.
Article III Membership
Section 1. The members shall meet before or during a tournament.
Section 2. A member must have reached his/her 18th birthday by June 1st preceding the annual
tournament and his/her eligibility must be approved by the Executive Committee.
Article IV Order of Business
Section 1. The order of business at all golf meetings shall be as follows:
· Call to order
· Invocation
· Pledge to the Flag
· Roll Call
· Reading of the minutes
· Report of the Executive Committee
· Report of the Secretary
· Report of the Treasurer
· Reports of Committees
· Unfinished Businesses
· New Businesses
· Selection of N.E.D.G.A. Tournament

Article V Membership Fee
Section 1. The membership fee is $5.00 (five dollars) per year.
Section 2. The members are required to pay the green fees for all rounds. There is no refund for
Executive Committee.
Section 3. Any non-members may take an advantage of attending a meeting by paying $1.00 (one
dollar). They shall have a voice, but cannot cast votes.
Article VI Officers
Section 1. The officers are: President (odd year), Vice-President (even year), Secretary (odd year),
and Treasurer (even year). Sergeant-at-arms, Parliamentarian, and three (3) Auditors
from the members-at-large shall be nominated by the President at a meeting.
Section 2. Only Deaf residents of the Northeast Deaf Golf Association are eligible to become
officers.
Article VII Duties of Officers
Section 1. The officers shall serve a full two years.
Section 2. The President shall preside at all meetings. He/she will make reports of the officers and
committees; he/she also will make announcements. The President shall enforce order
and strict observance of the bylaws.
Section 3. The Vice-President shall perform the duties of the President in case of his/her absence at
such meeting and he/she is chairman of the Law Committee.
Section 4. The Secretary shall make reports of every business meeting and keep the records of the
minutes of the last meetings.
Section 5. The Treasurer shall keep accounts of the association’s funds in a saving bank; deposit
all the monies to the credit of NEDGA in a saving bank of his/her residential city;
deposit $100.00 in a checking account every year, and make a financial report to the
members at every business meeting.
Section 6. The Sergeant-at-arms shall see that all members are being admitted to every meeting in
good standing.
Section 7. The Parliamentarian shall assist the President as necessary during the meeting.
Section 8. The Auditing committee shall audit and examine the books of the Treasurer before the
meeting.
Article VIII Committees
Section 1. The Executive Committee of this Association shall consist of the three (3) duly elected
officers; the current General Chairman of the local tournament committee, and five (5)
delegates-at-large. Each member of the Executive Committee shall have only one (1)
vote.
Section 2. Each or any officer of this NEDGA who has served four (4) years or more shall be
entitled to attend the meeting of the Executive Committee as a delegate-at-large.
Section 3. The Law Committee of this Association shall consist of the Vice-President and three (3)
members chosen by the President.
Article IX Complaints
Section 1.  All complaints with two signatures of witnesses as to the conduct of the NEDGA
members must be filed with written reports to the Secretary of this Association. He/she
shall immediately notify the members of the NEDGA Executive Committee who are
nearest to the trouble, to proceed to investigate during the tournament.
Article X Selection of Officers
Section 1. Candidates for any officer must be present to be nominated.
Section 2. Any member who has played two out of the last three tournaments shall be eligible to
run for an officer.
Article XI Golf Treasury
Section 1. No officer of this association shall have the authority to withdraw no more than $100.00
in advance to defray expenses. The Executive Committee must be notified of such
financial and approval by the majority must be made before any more is withdrawn for
any purpose.
Article XII Tournament Rules
Section 1. This association shall be held annually on the September.
Section 2. The number of rounds shall be two (3) rounds for three days: Thursday, Friday and
Saturday.
Section 3. The host tournament shall pay $5.00 (five dollars) per golfer to the NEDGA Treasury,
and it can donate any profits to the NEDGA Treasury.
Section 4. Merchandise/and or cash prizes must be at least $2000.00 (two thousand dollars)
annually, paid by a host plus the total amount entry/prizes fees.
Section 5. The tourney committee shall make a program.
Section 6. The host of the NEDGA shall write up a final result, and it shall return official golf cards
to the Secretary on the last day of the tournament.
Section 7. Any state or group wishing to sponsor a tournament shall bid for such acceptance at least
two (2) or three (3) years precede the tournament. Bidders must verify their intent by
officially presenting their sponsor and a minimum of three (3) state members with their
request at the annual meeting. Prior to acceptance the bidder must make a $75.00
security deposit which is refundable after the tournament is completed by the same
>organization who made the security deposit.
Section 8. The conditions of golf competition and the rules governing such tournaments given by
this Association shall be those prescribed by the United States Golf Association (USGA).
Section 9. Depending on the number of participating golfers, there will be a Champion Flight and a
minimum of two or three flights. Flights will be determined by official gross scores on
the first round subjected to the approval of the Executive Committee. No handicapped
system shall be given at the NEDGA Tournament.
Section 10. The place of the golf tourney will be announcing four (4) months in advance.
Section 11. Two members of committees or officers who investigate a golf tournament are paid
($50.00) fifty dollars each.
Section 12. A committee who is responsible for an investigation, shall make a contract for the host
in black and white.
Section 13. The host of the NEDGA shall pass out the local golf rules on the evening before the first
day of competition.
Article XIII Amendments
Section 1. Any proposed change in amendments shall be in the form of writing and must be in the
hand of the Law Committee or the Secretary twenty-four (24) hours prior to the meeting.
Section 2. The By-Law may be amended by a two-thirds (2/3) majority vote.
Section 3. The Vice-President shall annual supply the duly elected officers and members with the
revised, latest (up-to date) copies of the NEDGA Constitution and By-Laws.
Section 4. All elected officers, before entering upon their duties, shall subscribe to the following
obligation: “I,____________________, hereby pledge myself to perform faithfully the
duties of my office to the best of my ability, and to uphold the By-Laws.”
